Headroom & risk

Microsoft capacity-planning guidance recommends a 25%–50% buffer for peak usage or throttling.
Overage is priced relative to the pay-as-you-go rate and is not eligible for reservation discounts. Checked against limits every 5 minutes.
CU-hours consumed above entitlement. Leave at 0 for "no overage" planning.

Sources: reservation rates are per-CU-hour, 1-year term, USD, cross-checked against the Fabric reserved-instance workbook — EU North USD 990 (P1Y) and USD 2,970 (P3Y), EU West USD 3,438 (P3Y), ES Central and SE Central USD 2,970 (P3Y), PL Central and DE West Central USD 3,438 (P3Y), IT North USD 3,282 (P3Y) [1][2]. Pay-as-you-go figures are the published Microsoft list in EUR, converted at 1 EUR = 1.1364 USD. The page's own display rate of "1 USD = 0.88 EUR" is the reciprocal of the same rate.

Reservation math: a reservation is a flat fee billed whether the capacity runs or not; pay-as-you-go is an hourly rate × hours running. Break-even uptime is reserved ÷ PAYG ≈ 59.5% (434 of 730 hours). Verified constant across all European regions and all 13 SKUs. Fixed costs cancel out. The 3-year term is exactly 3× the 1-year price — EU North USD 990 × 3 = 2,970 — so it buys price certainty, not a deeper discount [1][2].

Overage & throttling: Fabric smooths background operations over 24 hours and interactive operations over 5–64 minutes, using 30-second timepoints (2,880/day). Throttling escalates: overage protection to 10 minutes, interactive delay (20s) 10–60 minutes, interactive rejection 60 minutes–24 hours, then all requests rejected. Capacity overage can be enabled for pay-as-you-go or reservation capacities, but is priced relative to the pay-as-you-go rate and is not eligible for reservation discounts. Overages are checked against alert limits every 5 minutes, and admins can set a 24-hour limit on paid overage. Pausing still bills for accumulated future capacity usage.

Storage: OneLake hot €0.0212, cool €0.0116, cold €0.0044, cache €0.2288 per GB-month. SQL Storage €0.2031 and SQL Backup €0.0813 per GB-month. Free Mirroring storage of 1 TB per CU is included for mirroring replicas only, on purchased capacity, and is lost while the capacity is paused. Networking billing is coming; at least 90 days' notice will be given.

Licensing: free-viewer distribution requires F64 or larger with a viewer role. Power BI Premium per capacity (P) SKUs are being retired in favour of F SKUs. PPU does not provision a Fabric capacity and cannot run non-Power BI Fabric items.
